In fall 2026, University of Maryland Global Campus (UMGC) is launching a new master’s degree designed to meet the demand for professionals with skills in leadership, ethics, decision making, organizational management, and strategic planning within public safety: the Master of Science in Public Safety Leadership.

The public safety industry can include fields such as homeland security, criminal justice, law, disaster relief, cyber defense, and more. The global public safety market is expected to reach more than $598 billion in 2026, and is forecast to grow 47 percent between 2026 and 2031. As the market grows, so does the demand for public safety professionals prepared for management and leadership roles. The master’s in public safety leadership is designed to enhance the knowledge, skills, and abilities of public safety professionals who are leaders in their organizations or aspire to be. Students will study important concepts in leadership and organizational management and apply them in coursework focused on their area of interest such as law enforcement, fire and EMS, corrections, and school safety and security.

“A master’s degree in public safety leadership can enhance an individual’s leadership skills by exposing them to academic research on and analysis of what works and what doesn’t in organizations like theirs,” says Christopher Swain, JD, portfolio director for criminal justice and investigative forensics at UMGC. “Our program will give students an analytical framework to use when applying their knowledge and experience to challenges they’ll face every day in their field, making them more effective decision makers.”  

What Can I Learn in a Master’s in Public Safety Leadership Program?

In this master’s program, the first five classes focus on skills all public safety leaders need, including leadership, resource allocation, managing organizational change, risk analysis, decision-making, effective internal and external communication, and planning and innovation. Students then have the flexibility to choose elective courses aligned with their professional or academic interests. 

“Unlike programs that focus only on broad leadership principles or exclusively on leadership within specific types of organizations, the master’s in public safety leadership is the best of both worlds,” says Swain. “The program provides skills in leadership that are both broadly applicable to leaders in public safety but also provides leadership skills that apply to specific types of organizations through specialized tracks devoted to those types of skills.” 

Students in the program will learn a variety of valuable skills to help them succeed in their career in public safety. The program can provide students with the ability to 

  • Apply ethical frameworks and principles to common scenarios in public safety leadership to promote an organizational culture of integrity, accountability, and ethical decision-making
  • Analyze the weight and sufficiency of evidence to make informed, evidence-based decisions that prioritize public safety and organizational effectiveness
  • Integrate contemporary leadership and management strategies to optimize operations, resources, and personnel
  • Design advanced communication strategies to effectively lead public safety organizations

Equipped with these skills, students can advance in leadership roles with the skills and principles learned in the program to suggest solutions to real world public safety challenges.

“Public safety organizations have grown more complex and therefore require greater skills to manage them,” says Swain. “Changes in public expectations in public safety fields like law enforcement require greater analytical and communication skills to recognize the need for such changes, to make effective arguments for the adoption of such changes, and to rally support for the changes among colleagues.”

What Careers Can I Prepare for with a Master’s in Public Safety Leadership?

While most public safety organizations do not require a degree as an entry-level requirement, leadership in those organizations often does require a degree. A master’s degree and experience in the field can apply to multiple career paths and management positions. According to the Bureau of Labor Statistics, employment of police and detectives is projected to grow 3 percent from 2024 to 2034, with an average of 62,000 projected job openings each year.

“Public safety professionals who earn a master’s degree are often interested in pursuing a career as a manager in an organization, or perhaps an adjacent career path like federal employment,” says Swain. “A master’s in public safety leadership could also be attractive to state, local, and municipal governments and colleges and universities hiring for positions such as police and fire chief, public safety directors, and wardens.”

To be successful in the master’s in public safety leadership program, experience in the student’s public safety area of interest is highly recommended. Students who earned a bachelor’s degree in criminal justice from UMGC can also transfer credit into the program and graduate faster, with up to 12 transfer credits accepted through prior learning.

“To be in a position to succeed as a leader in the field, individuals in public safety should start on their degrees as soon as possible,” says Swain. “They should set their goals and pursue the appropriate degree, taking as many classes as they can while maintaining a work, school, and life balance that works for them to succeed.”
