Biography

Philip Chan, DSc, serves as collegiate professor in UMGC’s School of Cybersecurity and Information Technology. He has more than 15 years of experience driving cybersecurity, data science, and cloud architecture initiatives for the U.S. Army and several other Department of Defense agencies. A visionary leader in digital defense, Chan specializes in the analysis, design, and deployment of secure cloud environments and AI/ML-driven data analytics within high-stakes Department of Defense (DoD) ecosystems.

Chan holds a Doctor of Science in computer science from Colorado Technical University and a Master of Engineering in systems engineering from Stevens Institute of Technology. He also completed post-doctoral graduate research in systems engineering at Stevens, and graduate studies in operations research and computer science at Princeton University. His unique blend of deep technical expertise and strategic leadership ensures that UMGC students are prepared to navigate and lead in the rapidly evolving global data science cybersecurity landscape.
