Netta Squires, Esq., CEM, is a cybersecurity strategist and resilience expert with over 20 years of public safety experience, including more than 15 years supporting SLTT governments and critical infrastructure. She is the Founder and President of Open District Solutions, where she leads national initiatives on whole-of-state cybersecurity, data-informed decision-making, and public–private collaboration. A former MS-ISAC Executive Committee Member and Maryland’s first Director of Local Cybersecurity, she has led major incident responses, developed mutual aid plans, and advanced statewide cyber programs. An attorney and adjunct professor, she specializes in governance frameworks for secure, ethical adoption of emerging technologies.
